51 Announcements of a Children’s Club. Not One Start Date.

On 29 September 2026 Jayne’s Baby Bank posted a recruitment poster. “Paid Positions Available”, it says, at “£13 per hour*”.

The first job on it is for an “NNEB or qualified Teaching Assistant Level 3”, for “2–3 hours per evening running children’s club”, beside a picture of Lego bricks. The text posted with it lists what applicants will need. The first item is “Enhanced DBS”.

The poster names no venue, and it does not say what the asterisk means. Eleven days earlier she had posted that “the landlords have resumed possession of Pontypool Shops”. The poster also asks for two shop managers, “Community Cafe volunteers” and an “Alotment manager”.

Almost everything on it has been announced before. Its operator, known publicly as Jayne Price, has announced the children’s club 51 times since April 2024 without once giving a start date. She has announced a community café 21 times since November 2022, and an allotment 22 times since October 2022.

The DBS line has a history of its own. Six weeks before the poster, on 19 August, she wrote: “No one is employed or volunteers with us who hasn’t had an enhanced DBS check.”

Our reporting is that, in the weeks around that sentence, Raymond Derek Watkins, a man jailed in 2013 for child sex offences, was helping at the Baby Bank’s Pontypool premises and living in the building. She denies that he lived there.

This report puts three records side by side: a club that has been announced and never dated; the programmes that follow the same pattern; and four years of what she has said about who is checked, and how. Except where we say otherwise, every statement in it is hers, with its date.

The short version

  • Since April 2024 she has announced a free Lego club for children 51 times. Not one announcement gives a start date.
  • We found no record of a single session: no headcount, no thank-you, no photograph.
  • Every staffing advert for the club asks for an enhanced DBS check.
  • In August 2026 that became a guarantee: “No one is employed or volunteers with us who hasn’t had an enhanced DBS check.”
  • The way in she describes has no DBS step: “Just turn up and volunteer.” The only check she has described is a copy, which GOV.UK says “must be rejected”.
  • The club is one of 27 programmes we counted. By her own record, two happened as announced.
  • In 2025 she introduced Raymond Derek Watkins on video as “Patrick”. He was jailed in 2013 for child sex offences.
  • In August 2026, as critics named him, she described him as “volunteering for us” and called him “my security guard”. Our reporting, including CCTV footage we hold and have not published, is that he was living in the building. She denies it. On 1 October she posted a private chat with him.
  • We do not say he had any contact with any club or any child. No club is shown to have run.

The club: 51 announcements, no start date

On 3 April 2024 Jayne’s Baby Bank asked for Lego “to start a Free Lego club for children”. The 29 September poster is the latest of 51 announcements since. We have read every one. None says when the club starts. None reports a session.

The poster does not use the word Lego. But the picture beside the job is of Lego bricks, and twelve days earlier she had advertised the same job: “I still need 2 NNEB or 2 Teaching Assistant level 3 for lego and craft club.”

The launch: rules, permission slips and a promise of photographs

The first announcement was not vague. On 17 April 2024 she posted the rules.

“Lego club will be free […] Dates and times to be arranged but we can probally take 10 children each session and we may be able to run 2 sessions on the night […] You will need to fill in a permission slip with medical details/allergies of the child and emergency contacts. […] Photographs of models built by the children will be used on social media […] No photos of the children will be taken for our use.”

Two months later she was asking for two teaching assistants “to run lego club for us a few nights a week at Pontypool shop” and, in a second post four minutes later, at Risca. We found no post of a finished model.

Six waves

We started a new wave wherever 45 days or more passed without a new statement.

Re-shares are excluded: the 13 December 2024 video reappears word for word on 13 December 2025, and the 18 April 2024 video on 18 April 2026. Those are old recordings posted again, not new announcements.

The two lines that sound as if it happened

Of the 51 announcements, two could be read as saying a session took place. We have read both in full.

25 June 2024. Two days after she advertised for staff, while talking about clothes carts at the donation centre:

“I don’t think this is working with the travel carts, because nobody is shopping them. Because we haven’t had anybody in for Lego Club.”

That can mean nobody came, or that the club had not begun. It gives no date, no venue and no number. Her staffing post two days earlier had described the evenings as ones when the “shops will be closed to general public”.

7 February 2026. Reading a critic’s comment aloud on camera, she replied:

“She says it’s just empty words like Lego club, medium night. All words have never come to fruition. Lego club is… we have done Lego club. We need an extra place to do Lego club.”

A moment later, about the “medium night” fundraiser: “We never booked it […] We haven’t done it.” She concedes one and asserts the other. For the Lego club she gives no date, no venue and no number.

What a held event looks like

She does post when events happen, usually the same day:

  • Therapy-dog sessions for children at the Pontypool shop, 26 July 2023
  • Santa at the Blackwood shop, 16 December 2023, and again on 30 November 2024
  • The Easter Bunny, 29 March 2024
  • A Mario Bros visit, 15 June 2024 (“raising £53.80 towards nappies”)
  • A baby shower pop-up, 1 March 2026

For the Lego club there is no equivalent post. She does not post photographs of children (“We won’t post any photos of children due to DP and safeguarding”, 16 December 2023), so none would be expected. A thank-you, a headcount, or the finished models she promised would be.

The mothers’ craft group is different. She says it met: “We made approx £20 out of the craft items mothers had made in our free craft group today in Blackwood shop” (17 September 2024). On 11 February 2026 a poster promised free craft sessions “Starting March”. We found no report of one.

Every one of these appeals names a DBS check, and the club is where she ties checks most directly to children. We return to what she means by a check below.

The funding

On 3 March 2026 she told followers the clubs were funded. Twice, on the same day.

No funder is named, then or since. The only Pontypool Community Council money on record is a £1,000 grant to Jayne’s Baby Bank as a foodbank, one of seven foodbank grants recommended on 6 November 2024 and paid on 19 December 2024.

On 4 February 2026 the same council turned down her next request. Its minute reads: “due diligence checks have been carried out they are not the type of organisation that should receive funding from PCC therefore their funding request was declined.” The minute does not say what the money was for.

On 7 April 2026 she said: “We didn’t fill in the paperwork right because it’s different now with a CIC.”

The 29 September poster offers £13 an hour “via payroll”. It names no funder either.

Why it matters

A club for children under 18, staffed by people recruited on Facebook, in groups of six to eight, with no named venue. She asks applicants for an enhanced DBS and first aid, and says “We have our own insurance”. She has not said which insurer, which registered body would run the DBS checks, or where the children would be.

Childcare in Wales for children up to 12 must be registered with Care Inspectorate Wales if it runs for more than two hours a day, and is exempt at two hours or fewer (Welsh Government: exceptions; CIW guide to registration).

Her sessions are described as “after 4pm- 6pm” and, on the poster, “2–3 hours per evening”. We found no registration statement of any kind, so whether the club would need one turns on hours she has never fixed.

The one venue we can trace

The one recent event for families whose venue we can trace is a baby shower, first advertised for 28 February 2026. On 16 February she wrote: “This is a private venue so not for re sellers and children need to accompanied and supervised at all times.” On 20 February she named it on camera: “It’s Caerphilly Old Miners Hospital.”

We contacted that venue about the organisation, and the booking was cancelled. Her post of 24 February: “The haters have managed to cancel our baby shower event venue.” From then on the location was kept secret: “we won’t release venue until the day”.

It went ahead on 1 March at Trecenydd Community Centre. On 4 March she thanked the centre, which “helped us with very short notice. due to another venue cancelling”.

The centre’s treasurer told us she had “never heard of Jayne’s baby Bank”. The hall had been booked at short notice for a baby shower and, in the treasurer’s words, “no charity was mentioned and the full rate was paid”.

The first venue cancelled after it was told about the organisation. The second was told only that it was a baby shower.

Comments are not captured in our archive, and 160 of the 944 days since 1 March 2024 have no posts in it. In April 2024 she called it “a private event”, and the 2026 poster said “Booking Essential!”. A session could have happened without a post.

It isn’t just the club

The club is not unusual. We counted every programme she has announced since 2022: 27 programmes, 247 announcements. Then we looked in her own posts, videos and images for any sign that each one happened: a past-tense report, a dated photograph, a thank-you, a number.

The 247 is a floor: re-shares are collapsed, and a repeated advert is counted once. The test is her own record; we have not yet asked any council, registrar or funder.

Announced only: 12. We found no report that any of these happened. The number is how many times each was announced.

Five times she says it herself

  • Medium night. “We haven’t done it.” (7 February 2026)

The long-runners

Apart from the club, the most announced is a second donation centre: 34 announcements since January 2025, with no site, funder or address.

On 4 August 2026: “We have been approved for funding for a second donation centre and racking and equipment but we have to find somewhere that the Financer approves.” On 15 September, after viewing a property: “If I’d have had the money today, I probably would have signed.”

The poster’s allotment job belongs to the next. The first allotment post, on 24 October 2022, said the managers “will need a rolling enhanced DBS each year as there will be children present”. There have been 22 allotment announcements since, and no report of food reaching the foodbank.

Its café job belongs to the one after. A community café has been announced 21 times since November 2022; the last report of one running is from 23 May 2025.

What “checked” means

The poster asks for an “Enhanced DBS”. So has almost every staffing post she has written since 2022. We found 43 statements about DBS checks between 8 May 2022 and 29 September 2026. Read in order, they change shape.

A requirement, then a guarantee

For most of four years the line was a rule for other people; in July 2022 it was an assertion about her family and volunteers. Then, for a few weeks in August 2026, it became a guarantee about everyone.

The door

Whatever the rule, the way in she describes is different.

The first entry control of any kind that she has described came the day after the poster. On 30 September 2026 she wrote that the public “will need to sign up for a membership before you can enter our premises”.

Her own standard is not in doubt. On 8 September 2025: “I cannot have sex offenders, people on probation, people with violent tendencies around children.”

What a DBS check shows, and how it is requested

An enhanced certificate shows spent and unspent convictions and cautions, and any information local police consider relevant. With the barred-list check it also shows whether the person is barred from the role. A check has no expiry date. It does not remove a conviction; it discloses it.

Standard and enhanced checks are for eligible roles, and are normally requested through a registered body or an umbrella body. Employers “must ensure they see an original DBS certificate. Copies or digital photographs are not acceptable and must be rejected.”

A “rolling” check is the DBS Update Service: £16 a year, free for volunteers. In April 2023 she put it at “£12 a year, I believe”, and said she would reimburse it. Which route Jayne’s Baby Bank used, if any, has never been stated.

The authority she has claimed

  • 8 May 2022: “Under #SarahsLaw and #claireslaw we have been permitted to request such information by Gwent Police […] CCBC has also permitted us to request enhanced DBS checks.” Sarah’s Law, as GOV.UK describes it, is a route for applying to the police about a person who has contact with a named child, and “does not replace existing arrangements for Disclosure and Barring Service (DBS) checks”. Clare’s Law lets a person ask the police about a partner’s or ex-partner’s history of domestic abuse. Neither is a way for an organisation to vet its volunteers. Councils do not grant permission to request DBS checks: enhanced checks go through a registered body or an umbrella body.
  • 14 November 2025: “Mine, however, is clean. Because I wouldn’t have got my little number, would I? […] Because we wouldn’t have passed the DBS check, would we? And it’s an enhanced DBS check, by the way.”
  • 7 February 2026: “NO ARRESTS NO CRIMINAL CONVICTIONS. If we had these we wouldn’t be able to work with children or run a CIC we have been authorised to operate as a CIC with fundraising shops by Caerphilly and Torfean Council.”

The man she introduced as “Patrick”

Read this first. This section is about Raymond Derek Watkins. We do not say that he had any contact with any club or any child. No club is shown to have run. What follows is the court record, what she said about him, by date, and our reporting.

In March 2013 Raymond Derek Watkins, then 35, was jailed for 15 months at Cardiff Crown Court. He had admitted six offences of accessing indecent images of children of the most serious category, and a sexual assault on a 15-year-old girl. The judge banned him from working with children and ruled that he “would never be allowed to be alone with any child under 16” (WalesOnline, 30 March 2013).

We do not know whether that order is still in force.

Our 13 September article reported that he was working and living at Jayne’s Baby Bank. Our reporting, which includes CCTV footage we hold and have not published, is that he was living in the building.

Introducing “Patrick”

He goes by Patrick, and is also known as Ray. We are also aware of aliases he has used with the surname Jenkins.

On 2 July 2025 she filmed him busking at Pontypool market and introduced him to her followers:

“Right, so I’m going to introduce Patrick. Patrick is a community singer guys, okay. […] So come along and support him. […] And Patrick has also helped us and our customers lift everything’s in the shop. He’s not a volunteer, but he’s helped us load and he’s also helped customers to the car with the stuff that they bought from us as well, okay?”

In her 2026 posts she does not name him. The person she describes there is identified by context: her posts answer critics who, at the time, were naming him.

On 4 August she wrote: “Can you see how the haters are picking on someone now who is homeless and Vulnerable and giving up his time to help us […] Can you see how they are now pulling apart another Vulnerable person’s life who is helping others for free”.

On 10 August she announced that “Rolling out in Sept/Oct 2026 we have a new Homeless and Vulnerable Co ordinator”, one “who has been homeless themselves”. That post names no one.

8 August, in one breath

On 8 August 2026 she answered critics on camera. In one stretch of the video, in this order:

  • “There’s no sex offender sleeping in the shop. What are you talking about? Nobody is sleeping in the shop.”
  • “[…] they’re stalking, stalking somebody else now who’s volunteering for us. Look, look, all my volunteers have enhanced DBS checks.”
  • “If this individual was a paedophile, he wouldn’t be homeless because by law they have to protect him because they’re vulnerable. So that doesn’t add up, does it?”

Eleven days later, and four days after her last remark about “security”, she wrote the sentence this report began with: “No one is employed or volunteers with us who hasn’t had an enhanced DBS check.” On 23 August: “all our volunteers are enhanced dbs checked”.

After 13 September

  • 13 September, an edit to the Baby Bank’s post, as quoted in our 14 September article: “There are no peados living at the baby bank.”
  • 14 September, video: “the police would have evicted him from allegedly living in our shop, which he isn’t.”
  • 15 September: “There is no one living in the baby bank. Sometimes we work really late.”
  • 15 September: “All our volunteers are currently female except [her son].” On 9 August she had referred to “male volunteers”, on 10 August to “our males volunteers”, and on 15 August to “the male members of staff, volunteers, people we know”.

Still in contact

Late on 30 September we sent a message to his TikTok account, addressed to “Ray”, offering to buy the account. Shortly after 1am he forwarded a screenshot of it to her: “It seems Sherlock wants to buy my tiktok account for £40 in any crypto i choose…”

She replied: “How bizarre” and “because it wants to pretend to be you to talk to me”.

At 08:31 on 1 October she posted the chat on the Jayne’s Baby Bank page, with her own caption: “How sad is your life that not only are you fixated and obsessed with me you are now offering £40 to buy people’s social media accounts so that you can contact me and watch me.”

Two weeks after he left the building, they were still in contact.

Can both be true?

There are only a few ways her guarantee and our reporting can both stand:

  • He was not, in her view, a volunteer or an employee, so the sentence does not cover him. (Against that: “volunteering for us”, 8 August.)
  • No check was made.
  • A check was made, and what it showed was disregarded.
  • “Checked” meant something other than an enhanced check through a registered body: a copy, a screenshot, a self-declaration.
  • The claim was wider than the practice.

We do not choose between them. She can.

Questions that would settle it

For the Disclosure and Barring Service. Is Jayne’s Baby Bank, or Jaynesbabybank Registered CIC, a registered body, or the customer of an umbrella body? Has any enhanced check been requested through either?

For Gwent Police. On 8 May 2022 she wrote that Jayne’s Baby Bank had been “permitted to request such information by Gwent Police” under Sarah’s Law and Clare’s Law. Was any such permission given?

For Caerphilly County Borough Council. In the same post: “CCBC has also permitted us to request enhanced DBS checks.” Did the council give any such permission?

For Pontypool Community Council. What was the February 2026 funding request for?

For her, under the standing right of reply. When and where has the Lego club met, and how many children came? Who funds the £13 an hour? Who was checked, by which body, and on what dates? Was Raymond Derek Watkins a volunteer, an employee, security, or none of those? Where did he sleep?

How we did this

  • The archive. 11,653 Facebook posts from her pages, 2,275 transcripts of her videos, TikTok captions, and text read from her archived images. Posts are dated by their UK time.
  • Re-shares. At least 41 videos posted in 2025 and 2026 are Facebook memories re-shares of older videos. Each is dated by the original and counted once.
  • Quotations. Every quotation from her posts and videos was checked by machine, word for word, against the archived text; her spelling is kept. Quotes from videos come from speech-to-text transcripts of the recordings.
  • Images. Where the wording of an image mattered, we read it by eye, including the 29 September poster.
  • Limits. Comments are not captured, and some days have no posts. Where this report says we found nothing, it means nothing in this archive.

What this is not. This report does not say that Raymond Derek Watkins had any contact with any club or any child, or that any order made in 2013 still applies to him. It does not say that anyone at Jayne’s Baby Bank has, or has not, been DBS checked, or what she knew. It does not say that no Lego club session ever took place.

What it does say. It says that in 30 months she has not given a start date; that most of the programmes she announces are not shown, by her own record, to have happened; and that the guarantee she gave in August 2026 sits beside a door with no check and beside our reporting.

What would change it. A dated record of a club session; a DBS or umbrella-body record of the checks; a dated account from the Baby Bank of how Raymond Derek Watkins was engaged; or a report, photograph or record for any programme counted as announced only.
