These are the headlines from WalesOnline.co.uk relating to Raymond Derek Watkins, also known as Ray Ipac and Patrick.
Raymond is the latest addition to the team at Jayne’s Baby Bank and currently the only remaining member. But who is he, what is his role at the baby bank, and is he really sleeping there?
Raymond Derek Watkins – the 2013 convictions
Raymond Derek Watkins features multiple times on the WalesOnline website in connection with serious sexual offences involving children.
In March 2013 the then 35-year-old of Madeline Street, Tylorstown (also referred to as Pontygwaith) in the Rhondda was sentenced at Cardiff Crown Court to 15 months in prison. He would have served 7 months and is believed to have been held at an open prison in Usk.
He admitted six offences of accessing, making and possessing indecent images of children of the most serious category. This included material showing children being sexually abused that he had downloaded from the internet. He had also collected similar material in magazines.
Police discovered the material when they attended his home to question him about a separate allegation that he had touched a 15-year-old girl on the bottom. He initially denied the assault but later pleaded guilty to the sexual assault on the day his trial was due to begin.
On his digital camera officers also found photographs of unknown local children playing in the street and in a park. While the pictures themselves were not illegal, the court heard they were believed to have been taken from the back of a vehicle and were described by the judge as “disturbing.”
Sentencing him, Judge John Curran told Watkins he had “an unhealthy obsession with young girls and young children” and that people who collect such images help support “a filthy industry.” The judge imposed a Sex Offences Prevention Order banning Watkins from being alone with any child under 16, from contacting the teenager he admitted assaulting, and from working with children. He was also placed on the sex offenders’ register for ten years.
Local parents in Tylorstown reacted with shock and anger, with some publicly calling for him never to return to the area.
An earlier court appearance had seen Watkins, then listed at an address in Pontnewydd, Cwmbran, charged with making and possessing indecent images of children.
Head of Security and Homeless Coordinator
Throughout transcripts from Carrie-Anne Ridsdale’s (Jayne Price) videos and posts, the issue of security repeatedly emerges.
Watkins first became known during the previous environmental health closure of the 5 Crane Street store. He was given full access to reside there in order to prevent the landlords from regaining possession, until environmental health ultimately forced the issue. During this period Watkins was witnessed wearing a red T-shirt and backpack and being let in through the front of the store. In the final days of the store’s operation he was also witnessed helping load Carrie-Anne’s disability car to transport items to the Newbridge unit in Blackwood.
Casual remarks from August include the following references to “security”:
“Holly yes knock door security is there tonight I can’t message on fb – yes please to shopping bags”
“I’ve got somebody from security there.”
“Security has just put the sanitary pad box back out. We have 2 new deliveries due and a council have asked us to distribute old stock so take 2 or 3 items from the pad box outside p1. Leave my box please”
“Haters and fixators: you can stop picking on security now because he’s not at Crane Street. You were only doing it to make him leave so we had no help. We gave the shop back Friday you halfwits.”
The exposed group became aware of Watkins during this period through local information that was passed on. Despite this, Carrie-Anne proceeded to launch a new venture under the guidance of Raymond himself.
In a post announcing the new role she stated:
“Rolling out in Sept/Oct 2026 we have a new Homeless and Vulnerable Co ordinator. We are going to start with individuals being able to apply for equipment that has been donated. Such as smaller tents etc. Our Foodbank and Pantry will remain the same at present. Requests will be dealt with by our Homeless and Vulnerable Co ordinator who has been homeless themselves and is able to verify a genuine need situation. We do not have any available stock at the moment and it will need to go through a recorded request process it won’t be available at the shops. We appreciate new items but we also love to promote pre loved items.”
Recent presence at 6 Commercial Street
Watkins was recorded inside the Baby Bank at 6 Commercial Street yesterday at 3pm. Kieran, a member of the exposed group, captured footage in which Raymond Derek Watkins can be seen in the background. Dressed in his usual red T-shirt, he quickly attempts to hide from the camera before Carrie-Anne shouts at the man recording, telling him to notify the council about falling over her items outside the store rather than her.
The Commercial Street property also has CCTV. Footage from yesterday was recovered with audio restored, in which both Watkins and Carrie-Anne can be heard discussing the incident and the group.
What is further concerning is that under the terms of his conviction Raymond is not allowed to be alone with children under the age of 16. Yet he has been seen entering the store with a key late at night on multiple occasions. He has also been witnessed entering and leaving with a key and assisting in the moving of items via the store front.
The man is a convicted paedophile. Jayne’s Baby Bank actively protects, feeds and allows him to live there.
How Harry Met Sally
Carrie met Watkins while he was busking at Pontypool Market. Armed with a phone in a similar way to Carrie, Watkins would set up his own karaoke station to busk for money. The video below shows “Patrick” busking while Carrie appears dismissive of any information she may have heard about him at the time.

So just be aware now guys, there’s lots of people doing things in the community and Patrick have said to me before in the past, further down the line, he’d like to do something from a charity point of domestic violence.
Watkins’ personal TikTok account (@partricksentertai) shows a clear and persistent pattern of long, aggressive posts containing threats, conspiracy claims, and public “cease and desist” notices aimed at individuals, organisations and the police. The content is consistent with someone experiencing significant mental health difficulties and a high level of fixation on perceived enemies.
Non Profit Solutions Foundation
Watkins operates a website under the name Non Profit Solutions Foundation at e-voice.org.uk/non-profit-solutions-foundation.
The site presents itself as being run by a single person, stating it is “just myself on zero-budget at start-up.” Almost all of the content is written in the first person (“I”, “myself”, “me”), giving the impression of a personal project rather than an organisation with multiple officers or staff.
The website publishes a contact telephone number of 07518 168849 and includes religious messaging alongside its stated charitable objectives. These themes are consistent with content found across Watkins’ social media accounts.
A job advertisement on the site offered both volunteer and paid fundraising roles, with paid positions based on a percentage of funds raised. Applicants were told they would receive free access to a members’ area normally valued at £10 per month. They were instructed to submit a CV to enquiries_nfpsf@yahoo.com and to read the organisation’s guidance before applying. The advertisement also stated that applicants aged 13 to 16 could apply with parental or guardian permission.
On Facebook, under the name Ray Ipac, Watkins publicly advertised for a volunteer to undertake charity work. The role was described as involving fundraising and working with people, children and animals. He stated that no previous experience was required, training would be provided, and interested applicants should apply for an interview. Applicants were directed to the Non Profit Solutions Foundation website.
Whistleblower accounts
One of the more disturbing revelations came yesterday on the exposed group. An anonymous source via a third party disclosed the following:
Hi. Just wanted to give you the heads up in regards to Ray. During 2023, Ray volunteered at our wellbeing centre and started to attend church services. Eventually, we had a call from a safeguarding officer. A lady from Tylorstown had seen him working in the garden. At this time, Ray was in and out of court as people wanted him to remain on the sex offenders list. Unfortunately, this was not granted, and Ray was taken off the list. During his time with us, he tried to gatecrash a baby shower and hid in the cellar during the kids’ light party. The final straw came when he verbally abused the lady from the CAB. I physically removed him from the building, and let’s just say he did not leave quietly. He is into demonology. We found out at a later date that he had been living in the garden shed, which was full of rotten food and dirty clothing. He is a very dangerous man.
A separate witness statement describes Watkins attending a local dance studio and becoming involved in a dispute over raffling dance tickets. The witness stated that he uploaded a video of the incident to TikTok and Facebook which included their child, and that he refused to remove it after being asked. The same witness said they were later informed he had been removed from a church volunteering role after his conviction became known.
Overall, the presence of a convicted paedophile who is not legally permitted to be around children is a major red flag and a clear safeguarding issue. Coupled with his own TikTok ramblings, threats and access to CCTV, Jayne’s Baby Bank CIC is actively aware of his presence and continues to facilitate it.
Since the publication of this article we have notified several authorities of these safeguarding concerns, as well as those closer to the matter.
